Before 500 international, governmental and local delegates, 60 press agencies, Tay Ninh leaders showed their determination to develop hi-tech clean agriculture in Tay Ninh, with the hope that Tay Ninh will be a high quality vegetable, fruit supply of the country, capable of reaching the world.

Tay Ninh, abbreviated as “”TN””, also stands for “POTENTIAL” (Tiềm năng in Vietnamese), which is land and soil, suitable climate for agricultural development, increasingly valuable water source of Dau Tieng Lake, the geographical location near the center of economic development of the region … and poccessing a great spiritual heroic tradition of the people.
Tay Ninh, abbreviated as “”TN””, also stands for “”RESPONSIBILITY”” (Trách nhiệm in Vietnamese), which is the responsibility of the Party, authority on the development of the province and the responsibility for the local poverty. It is also the responsibility of the management system in dealing with investors, businesses, cooperatives and farmers involved in the value chain.
Tay Ninh, abbreviated as “”TN””, also means “”KINDNESS”” (Tình nghĩa in Vietnamese), because, at the end of the day, in our life, no matter how fulfilled it is, without kindness, it will not be considered happy. Our desire is that investors, businesses and tourists coming to Tay Ninh feel somewhere, on this land, the warmth of humanity, the friendliness, etc.
With that reason, Tay Ninh wants everyone, in one way or another, to participate in the value chain “”For a sustainable and warm Tay Ninh.”” The future is not just the continuation of the past. The bright future comes only from vision, from aspiration, and from the collective spirit of everyone. Whether it is subjective or modest, our program organizers have always believed in that bright future is beginning to emerge from the ideas of this conference.

RECOGNIZING THE POTENTIAL LAND
Tay Ninh is a land that is blessed by nature. Being a province in the South East Vietnam – the southern key economic region, Tay Ninh is bordered by Ho Chi Minh City, Binh Duong, Long An, Binh Phuoc and the Kingdom of Cambodia. The province has many favorable conditions for agricultural development, the land fund for agricultural production occupies over 65% of the natural land area (nearly 270,000 ha); The terrain is fairly flat, convenient to mechanize in large scale production; The land is suitable for a variety of tropical agricultural products that meet market demand. The irrigation system is quite synchronous with Dau Tieng Lake – the largest irrigation project in the country, capable of irrigation for 47,000 hectares.
In recent years, agricultural production accounted for nearly 30% of GDP in the province’s economy. With the strength of cultivation, the size and output of the main crops of the province can be classified as the main products of the country and the South East such as cassava, sugar cane, rubber tree, rice; vegetables and fruits of all kinds; and some potential fruit trees such as banana, mango, grapefruit, pineapple, etc.

However, most of the agro-products in the province are mainly consumed in raw form, with no stable market and mostly unattached with national and international quality standards, some value chains have not yet developed. This is the reason why the revenue and profit value per unit area is low, production and market are not stable and not efficient, agricultural development is not commensurate with the potential of the province.
At the workshop on January 6, Tay Ninh province signed a memorandum of understanding (MOU) with the Vietnam Organic Agricultural Economics Institute(VOAE), Vietinbank and EY, signed MOU to promote value chain investment with Sunrise Orchards (USA) and VOAE; signed MOU of cooperation and promotion of import-export integration in international market among Sunrise Orchards – Institute of Science and Technology – DIK Company – Chamjoen Youtong Company; signed the investment cooperation contract for wholesale agricultural products and signed commitment to invest in the production value chain of enterprises in the field of agriculture. At the same time, the province also handed over the document of investing the farmer training school to DIK Daiky Company – Japan; Decision of credit financing of Vietinbank for Lavifood.
At present, in the province, the quantity of agricultural products meeting the quality standards is limited, the export volume is low, especially for markets with high quality standards such as Japan, Korea, Europe, the United States … Because of the traditional way of farming by small farmers or cooperative groups, the production is both fragmented and lack of uniformity, the quality of products is not uniform, low competitive. Unstable consumption market, low income farmers.
On the urgent need to move the agricultural production to modern, safe, effective and sustainable production, the issue for the agricultural sector in the country in general and Tay Ninh in particular is to move forward and produce the agricultural value chain to reduce production costs, increase profitability, increase competitiveness, develop brand in the domestic and international market.

PREPARE TO TAKE OFF
From the great potential, it can be the comparative advantage of the province, Tay Ninh determined that agriculture is one of the development focus in the future, especially the construction of agricultural value chain. The Provincial People’s Committee quickly issued a resolution to restructure the agricultural sector of the province in the direction of developing organic agriculture with high technology, and carry out a series of investment promotion activities for agricultural development. The international workshop “”Developing the international market agricultural value chain and implementing the pilot model in Tay Ninh”” was successfully held on January 6, 2017 as a result of more than 7 months of activities aimed at building a hi-tech agriculture.
Flashbacked at the international conference “”Identification of organic agricultural products in Vietnam – trends of development and production links”” on May 12, 2016 by the Vietnam Organic Agricultural Economics Institute (VOAEI) and the Ministry of Agriculture and Rural Development, Ministry of Science and Technology and the Vietnam Association of Corporate Directors (VACD) jointly organized, this conference was a great gathering of scientists, domestic and abroad large corporations to assess the potential and market connection for Vietnamese agricultural products, especially organic agricultural products; Tay Ninh is the only province registered to participate in the development of agriculture in the direction of organic agriculture, high technology agriculture and actively restructure the agricultural sector of the province to develop the international and domestic market-oriented value chain.

On June 4, 2016, Tay Ninh province welcomed General Secretary Nguyen Phu Trong and his delegation including Politburo member – Central Economic Commissioner Nguyen Van Binh, Secretariat Member of Party Central Committee – Director of the Office Nguyen Van Nen, former Minister of Agriculture and Rural Development Cao Duc Phat and leaders of the central departments. On this visit, General Secretary Nguyen Phu Trong highly appreciated the plan of restructuring the economy, including the development of organic agriculture with hi-tech agriculture along the value chain of the Tay Ninh orientation. General Secretary of the Party Nguyen Phu Trong has assigned the Central Commission of Economy, Ministry of Agriculture and Rural Development to create favorable conditions along with the provincial Party Committee and People’s Committee of Tay Ninh province to mobilize resources to support the development of the program.
From then, continuously from June, 2016 to January, 1707, leaders of the province organized many trips to learn about organic agriculture and high-tech agriculture models in Vietnam and abroad, organized learning trips to combine investment promotion and market research for Tay Ninh agricultural products in the US, Japan and Korea; met investors from the United States, Japan, Korea, Germany …

A GREAT AMBITIOUS CONFERENCE

To achieve this goal, Chairman of the provincial People’s Committee Pham Van Tan said that the province has set up four tasks and development orientations:
Firstly, investing in the development of hi-tech agricultural areas. Secondly, formulating mechanisms and policies to promote production and attract enterprises to invest in agricultural production along the value chain. Thirdly, producing of agricultural products in the direction of good agricultural practice (GAP), high technology agriculture, competitiveness increasing. Fourthly, researching, seeking and expanding the market.
